The Federal Capital Territory Administration (FCTA) has initiated the Phase IV Transformation Agenda Project, under which it shall collaborate with competent Private Investors to deliver qualitative houses with primary infrastructure in identified Greenfield districts. Knox partnership with the FCTA will be a 60%/40% land ownership structure.

Knox Energy Limited shall have the right to develop or sell the plots of land granted to it under the Development Agreement. Although the FCTA recognizes that the decision to develop or sell all or any plot of land granted to an Investor is an economic one, it shall however encourage investors to develop such land to ensure optimum return on their investment and meet the objectives of the FCTA under the Transformation Agenda Programme of the Federal Government.

Knox submitted a Proposal for the comprehensive development of the Bude West -B district in Phase IV (South) of the Federal Capital City. The Proposal, which is subject to amendment, proposed measures that take care of the technical, financial and resettlement issues of the project. The Proposal will be the basis for contract negotiations, Memorandum of Understanding (MOU) and ultimately for a signed Development Agreement.

The district, located in Phase IV (South) of the Federal Capital City, is a Greenfield district and approximately measures 440.99 hectares. Its Greenfield status would give Knox Energy Limited the additional opportunity to produce a detailed physical plan. However, the Detailed Physical Plan shall be subject to the Structure Plan for Phase IV and the Planning Guidelines issued by the FCTA.

The scope of the works shall comprise of roads and bridges, storm water drainage system, foul sewer drainage network, street lighting and telecommunications. All works are to comply with Abuja Master Plan and FCTA Standard for Engineering Infrastructure Development for the Federal Capital City (FCC).
